Thus, although some joint health services remained, such as the Tuberculosis Dispensary and the venereal disease clinics in the voluntary hospitals, in areas like maternity and child welfare, no role was found for the charitable sector, with services focused on the council-run central clinic. Here Labour was building on a traditional arms-length approach to the voluntary sector shaped by both politicians and the Health Department. However, in hospital services this policy was less apparent, at least until the later 1930s, and how the public/voluntary mix developed over this period will be a central concern of this book.
